侧重宣传、合理引领敦促企业、个人环保自律本着惩处与教育结合的原则，强化对典型环境违法案件的剖析，公开发表曝光了一批环境违法典型案件，力求超过“惩处一件、威吓一片”的目的，引领企业心态守法，心态遵守主体责任。首次班车秸秆烧毁罚单，对4起烧毁秸秆的不道德展开了惩处，共计处罚金2000元，同时强化正面宣传引领，对增进秸秆烧毁工作实施具备最重要意义。
